As has occurred in every month of this year, the numbers are the worst ever recorded by the Treasury, whose time series starts in 1997.

Congress authorized the government to a deficit of up to R $ 170.5 billion in 2016. The cumulative deficit in 12 months totaled R $ 163.3 billion up to July this year, around R $ 10 billion more than the figure until June.

In July, the Social Security recorded deficit of nearly R $ 12 billion, 92% increase year on year.

"The growth of the social security deficit has been the main determinant of the primary outcome of the government," the Treasury said in a statement. In the year, the deficit increased by 67% beyond inflation, to R $ 73.4 billion.

According to the government, the result is influenced by the strike of the INSS in the second half of 2015, which delayed the granting of benefits.



FALL IN COLLECTION

The economic recession brought down the revenue of the federal government, which fell 6.8% in the year. The tax collection fell more (-7.3%). The difference is explained by the inflow of funds from an auction of hydroelectric plants last year. The government received R $ 17.4 billion, divided in January, June and July.

The Treasury estimates that the tax burden associated with collecting Internal Revenue taxes is 12.7%, after reaching a peak of 14.5% in November 2011.

The expenses of the federal government, on the other hand, grew by 0.8% above inflation this year. The government increased spending on pension, allowances and salary bonuses and unemployment, mainly. And cut the expenses of ministries and PAC investments.

The Treasury notes that, last month, the government spent R $ 2.9 billion to the holding of the Olympics in Rio.
